The RethinkWaste Commercial Recycling Reporting Ordinance (Ordinance No. 002 passed on October 23, 2014) became effective on January 1, 2015. This Ordinance requires businesses that back haul recyclable materials, and haulers, brokers and other entities that provide recycling collection services to businesses in the RethinkWaste service area to report the quantity/volume of recyclable materials that are collected and hauled from businesses located in the RethinkWaste service area on a quarterly basis. In addition, the affected businesses are required to register on the RethinkWaste website and pay an annual $125.00 administrative fee.

The RethinkWaste service area includes the communities of Atherton, Belmont, Burlingame, East Palo Alto, Foster City, Hillsborough, Menlo Park, Redwood City, San Carlos, San Mateo, the County of San Mateo and the West Bay Sanitary District.

The data that must be reported each quarter includes all recycling related data collected by city (i.e., weight information on most types of recyclables and number of units for others). This includes, but is not limited to, cardboard, paper, cans/bottles, plastics, organic material (green waste and food scraps), wood chips, construction and demolition material and E-Waste.

The deadlines for the quarterly reports for calendar year 2015 are the following:

  • First Quarter (January, February, March) - Due on May 1, 2015
  • Second Quarter (April, May, June) – Due August 1, 2015
  • Third Quarter (July, August, September) – Due on November 1, 2015
  • Fourth Quarter (October, November, December) – Due on February 1, 2016
